Statement Record Manmohan Singh, CBI tells court

Special Judge Bharat Parashar asked the Central Bureau of Investigation (CBI), to record a statement Manmohan Singh in the case.

The court also ordered the CBI to conduct further investigation in the case and sent the case back for 27 Yani.
"I ordered further investigation. I want a statement of the then Minister of coal (Manmohan Singh) recorded a number of other officers," said the judge.
The court heard closure report filed in the case related to the release Talabira II and III coal blocks in Odisha to Hindalco in 2005.
"... Total proceedings that took place in the ministry of coal or signs Prime Minister (PMO) in connection with the allocation of coal block Talabira-II to Hindalco, I, in the firm belief that matter to look behind as that offense, if any, should also committed or who has been committed, it would be appropriate that the then minister of coal be considered first, "he said.

"I also believe that some officers who worked in the PMO at the time and were interested in one respect or another of the allocation process in question, or not addressed or have not been adequately addressed."
The Court noted that B.V.R. Sabramaniam was private secretary to the Prime Minister and was not considered. T.K.A. Nair, who served as Chief Secretary, PMO, was examined using a questionnaire. He refused to answer some of the questions and expressed their inability that he was in no mood to answer on.

"So, it would be appropriate if the investigator (IO) considers Sabramaniam and see Nair," The court ordered.
It said: "It should not be recalled here that the Selection Committee and the Ministry of Coal, including ministers in charge of it, acting as trustees important nationalized natural resources."
"In a democracy, the duty of the people who have power over nationalized natural resources so that these resources are processed and distributed in an objective and transparent manner with equal opportunities for everyone," he said.
"With these directions, I, respectively, sending the case back to the CBI for further investigation," said it.
The Court stated that the IO should also mention the current status of all civil servants involved in the entire process of distribution, which led to the separation of coal blocks Talabira II to Hindalco.
CBI ordered Birla, former coal secretary PC Parakh, and others on charges of criminal conspiracy and corruption in the allocation of coal blocks "in October 2013.
But the central investigating agency filed a report closing the case on August 28, saying. "The evidence collected during the investigation did not confirm the allegations made against the persons mentioned in the FIR (first information report)"
The court still wanted to know on what basis was the CBI to draw its conclusion to dismiss the case and that research is conducted.
It further requested clarification from the CBI whether an element is involved in the distribution of crime coal blocks on Hindalco Birla-promoted company.
Special prosecutor R.S. Cima, hearing last month, told the court that he can not take into account the closure report of CBI, filed October 21, since there was seemingly no "evidence against the accused to show his involvement."
